As an East Coaster devoid of any accent, now living in the Midwest, I would have to agree with your analysis - there was something vaguely Fargo about Bush's speech the other night. Although, it was more Minnesota/Wisconsin than North Dakota/Minnesota, which would make it more Duluth than Fargo, I suppose. In either case, the President's alter ego wouldn't be a Bears fan.
